Two Cowan police officers were recognized last month at Cowan City Hall for their heroic actions in rescuing a homeowner trapped inside a burning house last summer.

The City Council on Tuesday unanimously approved Winchester’s $12.44 million 2025-26 fiscal year budget which does not include a property tax increase.
