Consent decrees have had mixed results. In Los Angeles, which exited its 12-year agreement in 2013, the police department continues to face excessive-use allegations and lawsuits.

The city outsourced the backlog testing of roughly 1,800 sexual assault kits to a Virginia-based lab, Bode Technology, in 2020, spurred by California Senate Bill 22, which mandated that departments test all the rape kits it had collected between 2016 and 2019 to address a statewide backlog.

The data provided by the department shows that police shooting numbers can fluctuate widely from year to year. In 2021, for instance, four San Diego police shootings occurred, followed by eight in 2022, nine in 2023 and three in 2024. The department acknowledged the inconsistencies.

The FBI said investigators determined the threat was not credible and there was no viable threat to public safety.
