Crews with the San Diego Fire-Rescue Department are responding to reports of an apartment fire in Ocean Beach.

Ted Neeleman, who works at The Template cafe near the pier, noted the initial impact of the closure on foot traffic.

The proposed reductions, which the City Council is set to approve this month, are a precursor to a wider effort in targeted areas all over San Diego.
