Using GIMP, you can crop an image. rotate or flip a photo, Change dimension & scale of a picture, change the file size of a JPEG photo, etc.

GIMP allows you to create layers within an image. If you only want to change a single layer, left-click on the desired layer in the layers window to select it as the image for rotation.
