The first report on Minneapolis police’s reforms under a state consent decree show the department has new policies but struggles with a backlog of use of force cases.

The update Monday will focus on progress made in policy revisions, trainings, misconduct complaint backlogs, and plans for equipment and technology, according to the city.

The city entered into that court-ordered agreement in 2023 and a year later, hired Effective Law Enforcement For All (ELEFA) as the required independent monitor to track progress and publish a review every six months.
