An analysis compiled by USAID officials says they failed to find evidence that Hamas engaged in widespread diversion of assistance in Gaza, ABC News has learned.

The findings challenge the American and Israeli rationale for supporting a controversial new armed aid distribution operation which has led to multiple deaths.

The study also noted that, because Palestinians who receive aid cannot be vetted, it was possible that US-funded supplies went to administrative officials of Hamas.
